Abstract: This report presents results of a multiyear data communication performance measurement program conducted at the Institute for Telecommunication Sciences, the research and engineering arm of the National Telecommunications and Information Administration. This program had two specific objectives. The first objective was to develop a comprehensive, automated performance measurement system capable of assessing data communication performance in accordance with American National Standards X3.102 and X3.141. The second objective was to demonstrate a successful application of this new system in assessing the performance of connections established over representative public data networks and switched telephone networks.
This report describes the performance measurements conducted in accomplishing the assessment demonstration objective of the program. The measurements were carried out using a computer–based system that collects and processes performance data to produce estimated values of ANS X3.1 02 parameters, together with a variety of graphical displays of measurement results. The report includes descriptions of the design and conduct of the measurements and an extensive presentation of performance values.
